That means war is and always will be an option. As history have proven, when threatened we will go to war, and we will triumph regardless of how many or how strong the enemies are. Which is to discard the outdated “No First Use Policy”, this policy WAS brilliant at the time of conception in the 1960s. Back then, China had no capabilities to totally annihilate our enemies, due to the lack of intercontinental ballistic missiles and strategic nuclear bombers. Some may say the threshold for using nuclear weapons is way to high. That I disagree, we can always start with tactical warheads, just to send a message, say air-detonate it over a Japanese fleet or port.
